Reflecting on the federal Supercluster Initiative, this April 2019 paper from the Institute for Competitiveness and Prosperity makes a series of recommendations on the role of each partner in regional development. For cluster policies to be successful, the Institute argues that: 1. firms should take the lead on cluster initiatives 2. the federal government must separate cluster policy from innovation policy 3. provincial government(s) can remove trade barriers and regulations, and 4. academia can establish stronger ties with cluster organizations.
